Education
Higher education highly preferred in on of the following fields: (1) English or in an institution whose main language of instruction is English; (2) Economics, Business, Finance, Law or related fields.
Computer training/qualifications that will enable the incumbent to perform the prescribed functions satisfactorily: Microsoft Power Point, MS Excel and MS Word.

Prior Experience
1. Experience providing translation and interpretation support in English / French / Arabic
2. Experience in office management
3. Experience in administrative support
4. Experience in public contact, in particular contact with top government officials
5. At least three years general office environment activities
6. Experience in utilisation of the Internet
7. *Experience in working in the area of government financial management
8. *Experience working on technical assistance / development projects
9. *Experience in working with Public Debt Officials / Ministry of Finance
*Preferred.

Language proficiency
Fluency in English, French, and Arabic is critical. The project assistant must have a strong command of all three (3) languages that will allow him / her to provide accurate and quality interpretation during meetings and when required, workshops and on-the-job training sessions. The project assistant will also be called on to quickly turnaround translation requests.

Knowledge
1. Proficiency in administrative procedures
2. Proficiency in appointment management
3. Proficiency in co-ordinating meeting arrangements, including follow up with participants to confirm availability and meeting agenda.

Skills and abilities
1. Excellent interpersonal skills
2. Highly developed organizational skills
3. An advanced level of computer literacy in MS Office products (especially MS word and Excel spreadsheets) as well as small network administration
4. Administrative skills and abilities; being good with details and activity logistics
5. Familiar with telecommunications, video conferencing, and office tool coordination (computers, phones, copiers, printers, etc.)
6. Ability to prepare correspondence as required
7. Ability to arrange conferences/workshops/meetings with participants and make all logistical arrangements without supervision
8. Ability to communicate effectively with all levels officials

Key performance areas
1. Translation of documents and interpretation of oral communication, English to French and/or Arabic and French/Arabic to English
2. Co-ordinate meetings/workshops/functions
3. Record all incoming and outgoing documentation, facsimiles, email and telephone contacts
4. Handle confidential documents with utmost discretion
5. Acknowledge receipt of correspondence
6. General office administration
7. Manage the appointments of advisors.
8. Co-ordinate arrangements pertaining to visitors
9. Assist with travel and accommodation arrangements, when required
10. Availability to travel and provide interpretation support
11. Availability to travel with delegates to conferences/meetings/workshops, to various locations within the region, when required
12. Prepare reports on a regular basis on multiple projects
13. Maintenance of historical and office files
14. Assist advisors in achieving access to government officials at all levels of the Algerian government.

Supervision received
Acts as Project Assistant and works under the supervision of the Project Manager. In the absence of any the Project Manager the incumbent takes on the role of the Office Manager and reports on a weekly basis to the headquarter. Communication is done by either phone calls or email.
